Seven members of the Cincinnati Police Department will be promoted in a ceremony at 11:00 a.m. Thursday December 6 in Council Chambers on the third floor of City Hall, 801 Plum Street. Chief Thomas H. Streicher, Jr. will preside and administer the oath of office to the following two Captains, two Lieutenants, two Sergeants and one Specialist:
Captain Michael Neville is a graduate of Western Hills High School, and he studied criminal justice at the University of Cincinnati. In December 1987 he entered the Police Academy’s 70th Recruit Class. His first assignment upon graduation in June 1988 was on patrol in District One. He later served in District Four and in Special Services Section’s Canine Squad. After his promotion to the rank of Sergeant in 1998, he returned to District One as a relief supervisor, and later moved to the Violent Crimes Task Force. In 2002 he was promoted to the rank of Lieutenant and transferred to District Four. Since March 2005 he has served as commander for District One’s Downtown Services Unit. Captain Neville is a graduate of the 117th Administrative Officers Course of the Southern Police Institute at the University of Louisville, where he was a Dean’s Scholar. Law enforcement has been the chosen career for many members of his family. His father was a Captain and two uncles were Lieutenants with the Cincinnati Police Department; all are now retired. Two of his sisters and a brother currently serve with this department; another brother and a brother-in-law serve with the Hamilton County Sheriff’s Department. Captain Neville and his wife make their home in Delhi with their three children. In his “off time” he volunteers to coach athletics at Saint Antoninus School.
Captain Teresa Theetge is a graduate of Western Hills High School. She entered the 74th Recruit Class at the Police Academy in October 1990, and graduated in March 1991. During her career with this department, she has served in Districts One, Three and Four; Special Serves Section’s Canine Squad; Internal Investigations Section; Inspections Section; and, most recently, as commander of District One’s Special Events Unit. Captain Theetge is a graduate of the 112th Administrative Officers Course of the University of Louisville’s Southern Police Institute. She is currently enrolled in WE Lead, the Women’s Executive Leadership Development program of the Chamber of Commerce. Captain Theetge was named the American Legion Chambers-Hautman Post 534 Police Officer of the Year in 1996. In 2002 she was selected for the Administrative Award by the Rotary Club of Cincinnati. As a member of the Neville family, she has many relatives in law enforcement: Her father, two uncles, two brothers and a sister have made their careers with the Cincinnati Police Department. Another brother and a brother-in-law serve with the Hamilton County Sheriff’s Department. Captain Theetge and her husband make their home in Miami Township. They have four children and one grandchild.
Lieutenant Bridget Bardua is a graduate of McAuley High School. She earned both a bachelor’s degree in criminal justice and sociology and a master’s degree in criminal justice at Xavier University. In July 1996 she became a member of the Police Academy’s 82nd Recruit Class. Her first assignment upon graduation was on patrol in District Five. In 1999 she was transferred to the Vice Section’s Street Corner Unit. When she was promoted to the rank of Sergeant in 2001, she became a relief supervisor in District Four. In 2003 she returned to the Vice Section, where she has served up to the present time. Lieutenant Bardua’s professional excellence was recognized in 2006 when she was selected to receive a Leading Women of Cincinnati award. Lieutenant Bardua is a resident of Green Township.
Lieutenant Daniel Ogilvie is a graduate of Clawson Senior High School in Clawson, Michigan. He earned a bachelor’s degree in law and society at Purdue University, and a master’s degree in public administration at Northern Kentucky University. He entered the 76th Recruit Class at the Police Academy in June 1992. His first assignment upon graduation was on patrol in District Five. He has also served in Districts Two and Four, and in the Communications Section. Lieutenant Ogilvie was inducted into the Ohio Police and Fire Heroes Hall of Fame for rescuing a person from a burning building in 1996. He is a member of the American Society for Public Administration. He is also an active private airplane pilot. He volunteers with his church and with the Cub Scouts. Lieutenant Ogilvie and his wife live in Green Township. They have three children and await the arrival of their fourth child in the spring.
Sergeant Donna Dees is a graduate of Henry Clay High School in Lexington, Kentucky. She earned a bachelor’s degree in criminal justice at Eastern Kentucky University, and a master’s degree in the same field at Xavier University. In October 1990 she entered the Police Academy’s 74th Recruit Class. Upon graduation in March 1991, her first assignment was on patrol in District Four. A year later she was transferred to District Five. Since 1993 she has served in the Central Vice Control Section, where her supervisors have noted that her diligence and enthusiasm contributed significantly to the operations of the section. Her brother-in-law retired from the Detroit Police Department at the rank of Sergeant and now serves as director for Cincinnati’s Citizen Complaint Authority. Sergeant Dees and her husband are the parents of two children. They make their home in Mount Healthy.
Sergeant Stephenie Fassnacht is a graduate of Colerain High School. She served four years in the United States Air Force, on active duty at Hickam Air Force Base in Hawaii, and then with the Reserve. She entered the Police Academy’s 84th Recruit Class in July 1997. Her first assignment upon graduation in December 1997 was on patrol in District Four. Since 2000 she has worked in the Criminal Investigation Section’s Personal Crimes Unit, where her supervisors have praised her diligent and professional manner of conducting investigations and her willingness to assist her peers. In 2006 she was honored by the Rape Crisis and Abuse Center with their Thomas R. Oberschmidt Award, and by the Hamilton County Police Association with their Colonel Emil J. Otting Award for Service. Sergeant Fassnacht has served as a member of the department’s Honor Guard, as a negotiator with the SWAT team, and on the Ohio River with our Marine Patrol. She is a resident of Green Township.
Police Specialist Jeffrey Smallwood is a graduate of Holy Cross High School in Latonia, Kentucky. He earned a bachelor’s degree in biology at Xavier University. In July 1998 he entered the 86th Recruit Class at the Police Academy. Upon graduation in December 1998, he was assigned to patrol in District Four. In 2002 he transferred to the Violent Crimes Task Force. Since 2003 he has been assigned to the Criminal Investigation Section’s Personal Crimes Unit, where his supervisors have noted that he is a hard working and dedicated investigator who is often consulted by co-workers for his expertise in the areas of search warrants and investigative strategies. Specialist Smallwood was a 2005 recipient of the Rape Crisis and Abuse Center’s Thomas R. Oberschmidt Award. He lives in Sycamore Township with his wife and their infant son.
