Three Siblings Top Captains Exam

Lieutenant Michael Neville earned the highest score on the recent civil service promotional exam for the rank of captain, narrowly edging out his sister Lieutenant Teresa Theetge who came in second, and just a few points ahead of their brother Lieutenant Russell Neville.  This is just the latest accomplishment for a family with a strong tradition in law enforcement.  The proud father of these three top-ranking lieutenants is retired Cincinnati Police Captain Gary Neville.  Their sister, Police Specialist Joyce Neville-Lipps, serves in District Five.  Another brother and  a brother-in-law serve with the Hamilton County Sheriff’s Department. 

  1. Lieutenant Michael Neville has been a member of the Cincinnati Police Department since 1987, and he currently serves as commander of the Downtown Services Unit of District One. 
  2. Lieutenant Teresa Theetge was appointed to the department in 1990; her present assignment is with the Special Events Unit. 
  3. Lieutenant Russell Neville has served in the department since 1987; his current assignment is in the Internal Investigations Section. 

The exam process included a written test and oral boards covering all aspects of modern law enforcement techniques, supervision and command.  Senior command officers from Baltimore, Chicago, Columbus, Pittsburgh and Tulsa served as assessors and graded the competitors’ performance over three days earlier this month.  Eighteen lieutenants passed the test, generating a promotional list that will expire November 19, 2008.
